Successful interdiction is difficult due to the sheer volume of containerized trade, alongside the constant evolution of sophisticated concealment measures and diverse routings adopted by organized crime groups. This creates significant opportunities for [. .. ] trafficking, while facilitating legitimate trade and the movement of people. To this end, PCCP builds highrisk cargo and passengers risk assessment, identification and inspection capacities through establishment of nationally owned Port Control Units (PCUs) , Air Control Units (ACUs) and Land Control Units (LCUs) , staffed by customs, police, and other lawenforcement officers. The programme is rolled out in multiple phases from initial technical needs assessments, through establishment of specialist units, to training and ongoing operational support, with a strong emphasis on intelligencesharing and interagency cooperation at both national and international levels. The consultant will provide targeted assistance to the MENA team. This will include drafting and finalising donor reports for the regional programme, developing funding proposals and concept notes [. .. ]
